In addition, up to $4 million in federal Transportation Alternative Set-Aside funds may be available for the construction of projects in southeastern Pennsylvania that are awarded design funds through Phase VII of the Regional Trails Program. Eligible applicants are local governments, state agencies, development corporations and nonprofit organizations to plan, design, and construct multi-use Circuit trails.  More details are provided in the FOA.  This is an open call for application, which are due on Dec. 14, 2018.
